Silver Medal - Error

So, is the rule still not changed that silver and bronze medal winners in a three-prized contest should provide their source files (selling them to the CH) ?  

I thought the second and third prizes were only for the purpose of  encouraging more designers to make more efforts to their contests. 

This is how it has always been for  3 prize contests, you upload the source files and sign copyright, we made the min amount for  2nd and 3rd  97 dollars the ch can choose that amount or any amount above

I recently won a Bronze Medal and I received an email stating I won the contest and to When I visit the contest page the upload source files button is not active please help me

because it was not a  3 prize contest. If it is a  3 prize contest you will be promoted to upload source files.  You also see the prize icon listed above  the prize amount  in contest
