To create a customizable menu in Dreamweaver CS3 do the following:
1. From your Dreamweaver application, start a new HTML page(File-> New) or open your existing HTML page(File->Open).
2. Click inside the CSS container at the position you want to insert the menu.
3. Save your file and select the menu type you want. To make the menu across the top of your page, select "Horizontal." To make the menu along the side of your page, select "Vertical."
4. Select your first menu label text, and type in your menu item label. Repeat the step for every menu item.
5. Click inside the first menu item box to insert the cursor. Then click the "Edit Rule" from the Properties panel. This will open the CSS Rule Definition dialog box where you can change your menu item background, box shape ,typeface, and box borders.
7. Click Apply to apply the changes. Repeat this for every menu item property you want to edit.
8. Click "OK".
