You should always create your logo in cmyk. You can go back to rgb for web. Also, you want to create it in a vector program like Corel or Illustrator. I personally use Illustrator. With the vector format you can resize with out loosing any quality. Raster images will become pixelated when you try to resize. So, create a vector logo in CMYK. then go back and export or save as png or jpg file for the web.

Well the logo's that I design are MEANT for print, but when you upload them to this website, I use RGB, since we are all looking at RGB colors when we view on a computer screen.
Who print's a web design? Someone who is adding the design of their web page to their hard copy portfolio.
Color Modes:
If it's meant to be viewed onscreen = use RGB
If it's meant to be viewed on paper = use CMYK
