yes you can change it without reinstalling the photoshop. just press ctrl + K and click interface tab shows left side then change in text options. hope it helps

Overall scripting may be present but English is the most preferred language for the same.

It's just clicking Ctrl + K and go to the interface and then close and reopen the program and this made Ã¢â‚¬â€¹Ã¢â‚¬â€¹changing the language.
