Unfortunately the service Paypal in my country (Ukraine) is not available to receive money. Again. It's terrible. How about Moneybookers or debit Visa card? Is it possible to use Moneybookers?

No, sorry moneybookers doesn't work. Ikobo, MoneyGram, WU, and Paypal are the only ones available at this point, due to the limitations that Paypal puts on my debit card associated with the DC account.

They are probably afraid I am trying to play online poker LOL

PayPal withdrawal
When you withdraw money from Paypal it is credit to you Checking bank account, if you dont have a checking account you need to ask Paypal to send you a check to be chashed or deposit. That take time sometimes up to 10 days and extra fees.
Money gram is a great service and cost for South America only $ 9.99 up to a 1000 dollars. If you make the payment in a PayPal branch or rep.

There are extra fees associated with MoneyGram though. It costs the designers an extra $5 in ATM fees, plus the $10 to send. (Sometimes $15, depending on the amount). This comes out of the designer's part of the prize. It also takes a couple of extra days to get the money, as I only send on my days off from my real job. So it could be an extra 7-10 days anyways.

I only suggest it as a secondary resort (if Paypal is not available to you).

Xoom is not an option at this point. Once again, they will not accept the card associated with the DC account.

I reiterate, at this moment, the ONLY payment options available to desigers are:
1. Paypal
2. MoneyGram
3. Ikobo
4. Western Union

Only up to a certain amount (I think $500) I just signed up for a business account from the beginning, so I am not sure. Maybe one of the other folks here can enlighten you more.

For personal accounts(not premier/business), you can receive payments free of charge if you are receiving from other paypal accounts..
If you receive payments from credit/debit cards, i think there's a fee of 5-6% of the amount plus an additional fee

It would go directly into your paypal account. If you have a paypal debit card, it is attached to that account, like your bank atm card is.
