To define a fixed background for Joomla do the following:.
1. Log in to your Joomla administration section.
2. Upload the background image you want to use to the images folder using an FTP editor or Media Manager.
3. Browse to "Extensions" -> "Template Manager" and then click on the live template. The live template is indicated with a yellow star, next to the template’s name.
4. Click on "Edit CSS". Select the template of your site, usually called "template.css." Click on Edit to open the file for editing.
5.Look for the "body" tag inside the code.
6. Between the opening and closing brackets, add the following code:
background-image:URL("/images/yourimage.gif");
background-repeat:no-repeat;
background-attachment:fixed
7.Click "Save to save the file.
