I think it would be great if when the contest holder logs in that he has to give a generally rating to each new entry in order to see the new entries. How this would work would be a new design would pop up and the contest holder (CH) would then have to press a button to see the next new entry. Buttons could be setup such as this:

A = 70 pts = definitely a contender
B = 50 pts = good job but not what CH had in mind or not exceptional enough to get 'A'
C = 30 pts = needs changes to be considered for B or even A. Some potential, so here
are some points to motivate you to try again...
E = 0 pts = pure crap. Eliminated.

I think this system would have the added benefit of pre-sorting the designs, then when it comes time to pick a winner, the CH would only need to focus on the A's and further tweek those points, rather than be overwhelmed by 100s of entries. During the contest it would be clearer what the CH likes and doesn't like.... if they had a preference for a circular logo, then obviously you wouldn't submit a rectangular logo

I personally find it disheartening to spend hours creating a logo and then seeing it never get assigned any points at all along with 90% of the other entries. You have no idea whether you came in 12th or 97th.

I strongly believe that unrated entries is a huge discouraging factor for every designer.

So YES, you should find a way for buyers to be more involved.
On the other hand that way should NOT be discouraging for them, and a "you-can't-see-next-entry-unless-you-rate-this-one" system won't work. Besides, sometimes buyers change their mind during the contest period about what they like or what they don't, so having predefined rating points is not a good system in my personal opinion...

Perhaps some kind of "award" for them (like featured projects, etc.) would work best.

The "reward" for CHs who give feedback is better, more relevant designs. If the answer "CHs shouldn't be required to do anything, they are the GODS" is continually used, then this inefficient circle will continue. Hold people to a standard (the CHs) and watch them be NOT DISAPPOINTED when they get all of these wonderful, relevant designs. Continuing to choose FOR THEM that they get to have no expectation or standard, in a way, encourages CHs to not perform to the very hopeful expectations we designers have of people we are working for.
Take the analogy:
In an emergency, yelling out to a crowd "Call 9-1-1 (USA's emergency line)!" produces almost no result as all at once everyone is held to the same standard, but no one actually does it thinking everyone else will, they don't need to.
However, yelling out to ONE person (the CH, in our case): "You, call 9-1-1!" produces the exact result you want. They do the task and the desired result is in place allowing the best possible outcome.

Tell the CHs they must do these things - they will do them and be pleased with results. Tell them it's optional and they almost never do them. It is human nature.

I think CH should be forced also for reply to the designers comments and questions.

There's now way to force CH to comment all proposals, I think. Does anybody know for a contest site with such rule?

I said to force CH because most of CH of DC are irresponsible. I know therw is no site where CH are forced.

Simple feedback, such as, I have seen your design would be enough for me.

Simple feedback is always a motivation. Even if it's said you are on the wrong track :) That gives you an opportunity to completely change your approach and work different concepts. If you are just ignored you don't know is CH still thinking about your design or it is not good enough.

Yes, an option for the CH to give personal feedback to every designer he rates would be perfect, i mean without anyone else seeing to use that idea.
