To be completely honest about this......how in the world does any designer expect a client, contestholder to worked a photoshop vector file made up of masks and with tons of layers to make the file 84 mb! No way will a client understand how to work this type of file. If you are not creating an eps file that is editable, meaning everything, no masks, no effects, no photoshop files filled with masks, then do not enter the logo contests. I have to fix this and to be honest I am tired of it, come on designers, our rules are clear and easy to follow
Its better to create a little tutorial for the designers who don't know how to create .eps than the tiring coz of the fixes again and again, in the files handover section there should be a tutorial or link to tutorial or may be at an open place where everybody can see and learn.

They each have their own purposes. For logos, use illustrator essentially because you can always scale your work when it is a vector file. Photoshop is great for photo/image editing but you can't really increase your file sizes dramatically without losing quality
