How to Design Document Templates

Can anyone please share any tools or techniques that can be used to design document templates / themes?

Your attached example can be done directly in word processor (such as LibreOffice). But for more complex designs (such as curved images with intersected layers), I'll go for Adobe Illustrator to design the layout and all the requires shapes on the suitable paper size. Mostly, I'd then export the shapes to PNGs, and finally go to word processor to create text edited template. It's not my area of expertise though .. Best luck
