To install Flash Player on Nexus 7 do the following:
1.Download browser APK file
2.Place the file in the directory /system/app folder and then set file permission to: rw-r- -r- -
3.Rename the files provider.apk and provider.odex
4.Download Adobe Flash Player APK file
5. Download the file Flash player APK
6.Copy the files to your Nexus 7 device's SDcard
7.Install the files using File Manager
8.Open the browser, go to Settings and uncheck Flash player
