HM, you have a templatemo.com flash css templates. Just open a flash project, and you can changed all elements of the website with no problems., they are free, and some elements in action script too. I like this solution, because you can make the website flash for themselves.

Just open HTML from CSS Root Folder, or other .html web pages with Dreamweaver, and You can make Your CSS Template/Web as you want. Remember, You must link the image link, if they are not linked, sometime it will open Fireworks, Photoshop, and just drag and drop on that format image that you want and replace with the name to be valid link page on your CSS webpage
