Contest closed, but no winner?
What happens when the contest gets closed but no winner was determined? Does that mean they didnt want anything?

What contest?
If it is a non guaranteed contest then nothing can be done about that. The contest holder may have decided they didn't like anything that was in that contest, who knows.

we do not have guaranteed contest. All of our contests are prepaid but they are not guaranteed to choose a winner.
"Featured" (what does it mean?) is a paid upgrade the client chooses to help the contest stand out to you the designer, makes the contest more prominent and also shows designers the contest is a little more serious and put up a little more money to attract designers

I think there still an unanswered question;
"Is the contest holder allowed to end a contest earlier than the previously announced time? "
Can somebody make sure what the answer of this question?
One more question from me:
When a CH said that he needs three logos, does he means that there will be 3 winners or that he expect the winner to create three kinds of logos? Can he possible to ask more than 1 logo in one contest?

I think there's should be a reward (for the hardwork) for designers who has followed a contest, even if it's just a "penny". it might be based on the rating given by CH, the more rating the more reward will achieved. hence, the CH is obliged to rate all designs, although they don't choose one of them in the end of the contest.
in this case, the CH is given two options of payment; 1. The CH pay all amounts of fee if they choose a winner. 2. they pay 60% of it (as it's commonly use as DP) if the CH don't choose a winner.
My last suggestion is please, do appreciate all designers!
