yes it is using corel draw. Corel draw has various options of tracing a bitmap image into vector, such as quick outline trace, center line trace, high quality logo trace etc.

Illustrator also has an auto-tracing feature - they incorporated Adobe Streamline and then upgraded it a while ago.
