Most of the Web-designers are using Photoshop, I also use Photoshop for web-designing.
But it is on you that which tool you like to use most.
We Can Set our work flow like this --> Design Buttons and other Elements in Illustrator then import them to photoshop so that Buttons can be Re scalable.
The Whole Process of Selecting Software to use is go to the Look and Style of Website and Format demanded by Client.
