If you want to use layers in Adobe Dreamweaver you need to do the following:

1. From the Dreamweaver menu go to Insert-> Layout Objects->Layers. Draw your layer on the current page with the desired size and position.
2.Using your mouse’s Left-button click on your layers boundary to select it then you can change the background’s color and layer position from the properties Inspector window.
3 .Click on the eye icon close to the layer's name from the Properties Inspector in order hide/show the layer again.
4.Go to Insert again from the menu to insert a standard object such as graphics or Flash .swf file in your layer.
