There are two main types of clip art
1.Bitmap Clip Art type
Bitmaps are raster images, that are made up of dots or a fixed series of bits. Bitmaps are not scalable and will become skewed if they are stretched above their fixed resolution. Bitmap uses the extensions BMP, JPG, JPEG, GIF, TIFF, PNG,

2.Vector Clip Art type
Vectors are collections of points, and they can be enlarged infinitely without affecting the image’s quality and without causing image degradation. Vector file formats include .EPS and they are created by using a graphic program such as Photoshop, Corel, Illustrator, etc..

I design large format banners for events, so always use vector clipart just to make sure it's nice and sharp on these large sizes. Some of my own and some from places like vectorstock. I never bother with bitmaps because obviously are non scalable.

Thanks for the information and there are these clip art images that can also be made into animated images. I had created some of these images for a small animation project that was quite successful.
