1. A computer with minimum t 4GB RAM and 160GB hard drive and an internal DVD-RW drive with a Lightscribe.
2. A scanner. The higher the resolution of your scanner, the better the better the quality.
4. A laser and PostScript printer. Color or black & white.
5. A good quality, color accurate monitor.

I also think a decent processor is advisory for fast and effective graphic design.

Do not go for the minimum specifications for doing graphics work in your pc. I will make you understand the reason. Every time when there will be an update  your designing software you will feel gradual lag as every new update comes with new hardware requirements. So if you are willing to use your pc for more than 2 years please buy a standard spec pc.
