entries are only allowed to have one version, you can put a color variation of same logo but not different logos on same entry

I see designers who put more then one logo in one work. It annoys me and I think it's just not fair for the other designers. Is it just the CH's desicion to eliminate them? Cause sometimes they keep in the contest or even get high ratings.
