What if.....

what if a contest was closed and the CH didn't declare the winner of his or her contest. And he or she just copy or get the idea of the top rated entries and decided to get the money back from DC eventhough the entries were all great and accurate with the brief?

I hope all contest must be a GUARANTEED CONTEST...

That happened to me in another contests site, it was a guaranteed contest, CH selected my design as winner, then refused to pay but used the idea anyway, the administrators of the site gave him the money back despite that it was a guaranteed contest and he was using the idea, they said that he wasn't using any "pixels" from my design, but what matters the most are the ideas, right?

I must make very clear that this situation didn't happen at Desigcontest.com, it was in another site.
