To convert JPG to PDF using Fireworks do the following
1. Open your JPG file in your Adobe Fireworks CS4 or above.
2. Go to File->Export.
4.Type in a new name for your new file.
5. From the drop down box choose "PDF" format option.
6.Click "OK" button.
7. Your JPG file will now export as a PDF file.
Converting JPG to PDF using Fireworks
