you should submit your entry in 640 (width) * 480 (hight) px.

Various sized entries occur because I think the 300/dpi requirement is a little confusing. In Illustrator if a designer makes an artboard at 640x480px then File>Export>PNG at 300ppi, the submission will actually be 2667x2000px, which is why you see entries that are really big.
The rest of the time, Save for Web in Illustrator or if it's done in Photoshop, the resolution is 72ppi

Right now the image size to submit for viewing is 640x480 300 res. I say 300 res so you do not have the jpg artifacts show up as bad. ideal size is 640x480 300 res this makes the complete file size 57.6k so 300 res doesn't make the file too big at all
