Recently (16/04/2016) I received a notification DC, indicating my silver medal gained, but i haven't option to upload the source file. What is this about?

It seems that the contest you won silver doesn't include multi prize sharing. Only gold received prize.
So, there is no need for source files. You didn't sold design, and it still stays your property.
Occasionally, there are contests with 3 prizes, where all top 3 have to upload source files. Those contests are marked with tiny icon:
