Participating in contest with many designs, the CH asking during declearing a winner phase me in one to one that he likes one of my designs and what would my best price. Saying, that he could make same design himself.

I see here many issues against the rules. Should I report the CH or is it OK from CH to start bargain over the prize, hoping to get design more cheaper than promised during contest.

The best argument is that he can do it if he sees someone's design ....
Not only is the work done here, here besides design, selling and ideas.
Had he come up with an idea of how to make a logo, he did not have to put up a contest.
Can make the same logo, but based on your idea ....
So the key word is the idea.

You are right. Everyone can make design if copy. My main issue is that is he allowed to start such negotiation about the prize

In regular contest there are minimum prices. In the 1-on-1 price is in negotiable phase only before even the contest is officially approved.

So, where was the problem?

Problem is: it was a regular logo contest with fixed prize. Submission time is over and the contest is in declearing a winner phase. Now the CH was contacting me as one-to-one contest and asking bacically discount one of my submissions.

CH claiming tha the is able to do such a design as well and asking what wuold be my minimum price. Seems like CH organizing a contest, got a lot of designs, and now do not want to pay the prize as it was mentioned and tying get the logo out of the competition at the lowest price

This client  a_illingworth  was browsing contests and saw an entry you made and  would like to buy it  simple as that.  I do not understand the issue here

 

The dollar amount is negotiated between you and the client.  If you do not like amount he proposed then  negotiate  that is what  you do in  1on 1 projects  even the client says this

"Hi.  I saw your logo for See Change in Australia (the waves in a circle) and would like to discuss purchase of the roundel. I am a graphic designer so could do something similar but would rather reach out to you first and give you due credit.

 
Client in 1on1 has nothing to do with the contest and it is up to you if you want to sell or not
