A quick way to scale a rectangle to be 1/20 of an A3 artboard?

I think it is late, but anyway you should to open transform panel from windows menu,

click the link button and enter values you've required. I think it quickly perform your task.

I am not seeing the difficulty here.

Draw as shape to the size of the A3 art board.

Select the rectangle and use option transform to scale it 5%.

Was the problem in calculating that 1/20th is 5%?

 

People usually have a problem scaling the other way.

That is, scaling your A3 page up to billboard size.

as in A3 is 1/20th of what size?

or how much do I need to scale up to get a 30' X 70' billboard?

or what proportions should my page size artboard be to scale up to the billboard size correctly?

 

Fortunately, computers have (are) calculators. :)
