Communication with CH

We know the communication is crucial. Especially for designers, who trying to collect as much informtion as possible about client/CH wishes, goals etc.

But often I see only one side communication from designers side, when the brief contains one or two sentences without any informative content. And additional questions usually have not any response from CH.

Is there any power available to make CH to answer to the designers questions or somehow make the brief more effective
