You were reported for copying the highest rated design, which you obviously did.

Yes, it is a violation also. It doesn't matter if a design is rated or not, a copy is a copy. The cases where a design is rated and then copied are however more often and more evident.

I agree with you, but more are ignored by those in authority if a design doesn't have a rating, even though it's obvious that someone is copying it.
